Our licensed staff provide screening, unbiased counseling and enrollment assistance with Medicare and Medi-Cal for the aged and disabled. Medi-Cal eligibility for Seniors and Disabled individuals has expanded, and more people are eligible for free health coverage and extra benefits than ever before. Even if you have been declined in the past, you may now be eligible.

The asset limits for people who are 65 and older or disabled has increased. These changes apply to what you own, including bank accounts, cash, second vehicles, property and other financial resources but exclude your home, car and other personal items.

Income eligibility depends on the number of aged and disabled in the household and the household size.

*Medi-Cal Family includes applicant, spouse and minor children
**Working disabled (babysitting relatives, recycling, etc.), residents of Residential Care Facilities for the Elderly, insurance premiums and others with higher incomes may be eligible.

If you already have Medi-Cal the rules change when you turn 65 or become federally disabled. Family size, income, income deductions and asset rules are different. You need a redetermination of eligibility under Medi-Cal Aged and Disabled rules. It is best to do this before you turn 65.

Medicare is a federal health insurance program for Citizens or Legal Residents (5+ years) with adequate work history (their own or linked to spouses) and:

  • Who are turning 65 or are older, or
  • Younger people determined to have a disability.

You can apply for Medicare Parts A and B starting three months before your 65th birthday month. You apply through the Social Security Administration. If you are already getting Social Security Retirement Income, you will be automatically enrolled in Medicare. If you are on Social Security Disability Income (SSDI), you will be automatically enrolled in Medicare the 25th month after your disability determination date. Medicare covers:

  • Medicare Part A (Hospital) Insurance is usually no cost to you. Part A helps cover inpatient hospital, skilled nursing facility, hospice and home health care.
  • Medicare Part B (Medical Insurance) has a premium and helps cover outpatient, physician, home health, medical equipment and preventive services
  • Medicare Part D (Prescription Drugs) is offered by private insurance companies with premiums and helps cover the cost of prescription drugs. You must have Part A and/or Part B to get Part D.

Because Medicare does not cover the full cost of covered services, many people enroll in additional insurance. These include:

  • Medicare Advantage Plan (usually with prescription drug coverage)
  • Medicare Supplement with a stand-alone Prescription Drug Plan
  • Medi-Cal for aged and disabled individuals

People who have both Medicare and Medi-Cal coverage are Dual Eligible. There are many EXTRA benefits that come with being Dual Eligible.

  • You pay no cost-sharing for services (deductibles, copays, coinsurance)
  • Extra Help Program -- low capped copays for prescriptions

  • Access to Community Supports
  • Long Term Services and Supports (Long Term Care)
